Can I say,

(a) " Help ! Help! " Shouted / shouted the accident victim.

(b) Help! Help! I'm drowning. / drawning!

The sentence as I have it there is correct, in all aspects:
(a) "Help ! Help!" shouted the accident victim.
I was just saying that the rule about capitalization is a little tricky.
