Is there an easy way to remember when to punctuate inside or outside of quotations?

For example, the girl asked, "When is desert?" How do you know when to place the question mark outside of the quote?

Place it inside when the question is inside; place it outside when the question is outside:

The girl asked "When is dessert?"
Did the girl ask "When is dessert"?
