I totally agree that there is no need for commas at all, it's like one sentence, and there is no need to be separated.
For example, 
The new policy applies to faculty as well as staff.

Talking about punctuation, I think you need to take it from this point of view in order not to confuse yourself.

Just like in speaking, you can stop, stress certain words words, or express
