Pull up vs pull over

Please help me understand the difference between "pull over" and "pull up". They mean to stop a car. However, it seems that when you "pull over" you are already traveling on the road and it is only on the side of a road that you do this action, and when you "pull up" you stop your car and park it. That is, it seems that the latter is just a synonym for parking. Am I right?
