Pull one's head out of the water

How common is it to use the expression "to pull one's head out of the water" in a figurative way to mean "to try to get yourself out of a difficult/bad situation"?

If so, when is it used?

Would you please give me a couple of examples?

Thank you.

I have never heard of it, and, as far as I can ascertain from Google search, it is not a known expression in English. It may be a literal translation of an expression in another language.
