Hey, I need to participate in a Declamation contest but here are some terms that I do not understand.

All Pakistan Bilingual Declamation Format.
Chairs: 2
House Speakers: 4
- English (2)
- Urdu (2)
Judges: 4

I can not figure out what 'Chairs' in this context means.And what are House Speakers.?

Why don't you ask for a copy of the rules? Chair is probably "Chairman/ Chairwoman" House Speakers probably the people debating before the house (audience) - 2 in English and 2 in Urdu. But I am just guessing.
