At the time when I asked the question, I thought it modified "nursing of infants, and changing diapers" only and Clive didn't seem to disagree.

That is not what you asked him—you did not question 'mixed bathing'—and Clive responded only to what you asked. I am sure he will also concur with including 'mixed bathing'.

In the US and other English-speaking countries, there are no public baths and bathing in public - not to mentioned mixed bathing - is illegal. Without further context, in an English-speaking country, the phrase "mixed bathing in public" could only mean swimming at the beach or swimming pool.
