Psychological pricing / TO or WHEN

Could you please tell me how to say this? I looked up PRIX PSYCHOLOGIQUE on WR and someone posted this sentence. I wanted to know what was wrong with it grammatically?

To me a psychological price is something more or less like 19.99 when you think you see less than 20. It makes people feel better about the price they are paying. It's like acting on people's subconsciousness.

Could you please help me make this sentence better?

The establishment asks the customer for identification for an address change but don't ask id to debit their card when they owe money./ask for id when they are going to debit your credit card when the customer owes money.

The word like is wrong. I'ts like acting on people's subconsciousness. Although I would say playing on.
