Hi I guess provisions have here other meaning than orders?
"the Canadian Charter of Rights and Freedoms in 1982. The preamble to the Charter expressly recognizes the rule of law as one of the founding principles of Canada, and the provisions of the Charter reflect, inter alia, principles of fundamental justice and equality in relation to the law, two key aspects of Dicey’s understanding of the rule of law. The provisions of the Charter are, in virtue of section 52 of the Constitution Act, 1982, part of the ‘supreme law' of Canada."
