Provision, prosecutive serving, etc

Dear forumers, please help understand the meaning of this sentence. The words in bold confuse me, so I can't get the right meaning of them (and the whole sentence):

The order signed into law on the 21st December 2017 naming child trafficking as damaging to the US made special provision to prosecute serving and past politicians.

Also, what does the verb made refers to?

'Prosecutive serving' and 'past politicians' seem to be homogeneuos parts of the sentence, but I understand only that 'politicians' can be prosecuted (whereas the meaning of 'prosecutive serving' is not clear for me)
