Providing something "is / are" enough?

Hi all,
I have a question.
a. Providing goods and services "is" enough
b. Providing goods and services "are" enough
Which one is correct? Thank you!!
Actually I am not sure whether "Providing goods and services" is singular or plural Emotion: big smile
