Grammar

provided/because

I have received emails from Haywood, in which he clearly states that he would return to India, provided the Anti-Terrorism Squad gives him a clean chit.

Please explain what "provided" means here in this sentence?

I think it means "because" in this sentence.

Hi,

Provided = if and only if.

(I'm not quite clear on "chit", though. Sort of cheque/voucher?)
