provide with/for/to

Hello,
I personally think that provide is more often used in collocation with "with/for", but I sometimes see it used with "to". What do you think of the following sentences:
- The hotel provides shoe cleaning service for/to its clients.
- The hotel provides its customers with a shoe cleaning service.

I think I'd go with for. I usually avoid using "to" here, but it might sound better than the other two. What do you think?
