Provide something to somebody

According to the Longman Dictionary of Contemporary English, the following sentences are possible.
The project is designed to provide young people with work. (provide somebody with something)
The hotel provides a shoe-cleaning service for guests. (provide something for somebody)
Aren't the following sentences unacceptable?
The project is designed to provide work to young people.
The hotel provides a shoe-cleaning service to guests.
