Provide bulk

Hi

Another way to provide bulk is with glucomannan, a soluble fiber
(konjac fiber) that swells up more than 78 times its original volume
when water is added. Konjac fiber is the source of shirataki noodles,
which provide bulk and a sense of fullness but no calories.

Does "provide bulk" mean "makes you feel full"? If it does, why the author writes "which provide bulk and a sense of fullness"?

By the way: isn't "bulk" and "fiber" the same?

"bulk" is a more general word. However, in the specific context of foodstuffs, I am not 100% sure whether all bulk is fibre and all fibre is bulk. Possibly it is.
