provide a pressing reason otherwise

Employees will not be reimbursed for nonbusiness-related expenses unless they can provide a pressing reason otherwise.

HI,
Is it proper to render the above as "Employees will not be repaid ... unless they can provide a necessary reason?"
Besides, is "otherwise" optional? If not, what does it mean? Thanks.
