is nonstandard. But it's a guess.

Yes, both sounded very non-standard to my ears. I am not sure why the legal language is purposely written that way, but the majority of the population can not understand half of what they read in confidence when they have to deal with legal documents. Today's laws are stupid and no body seems to follo
