I am afraid not. The natural way to say it would be: The law prohibits the sale of all alcoholic beverages after midnight.

So, this is not acceptable:
"The law provides the prohibition of alcohol sales after midnight."

Would this work?
"The law provides that the alcohol sales after midnight be prohibited."
