Proverbs? Idioms?

Meaning implied in the sentences

Anybody can guess what the writer means in the following sentences?

"Time is the best censor, and patience a most excellent teacher."
"The woods would be a very silent place if no bird sang a song."

I did search for the proverb-like sentences in google, but I didn't get any result.
