Proverbial?

However, an investigation into four police encounters between 2004-2007  might just throw the proverbial spanner in the works.
Does proverbial in the above sentence means only in the proverbial sense and not a real spanner?

No. Even without 'proverbial', there would be no real spanner. 'To throw a spanner in the works' is the 'proverb' (though it is not actually a proverb).
