Proto- usually refers to the original form of something. Proto-Indo-European is the "mother" of all languages coming from this group, extending to Romance languages, Germanic languages, Iranian languages, to the exclusion of Semitic, African and Asian languages, for example. I'm not sure what empire historians would refer to as proto-empire, but the Roman Empire might qualify for western civilizations.
