As far as the article "the" is concerned, yes, both are OK. My feeling is that it would be more common to include it.

In careful writing, I personally prefer "The President says that ...", though in everyday language the word "that" would often be omitted.

"for the future generation" reads a bit oddly and would be better as "for future generations".

More often people talk about "protection of the environment", but "protection of nature" is not actually wrong.

"amount of expenses" is awkward, and "expenses" is not the right word here anyway, which distracts from the question. Let me change it to:

The President said that funding for (the) protection of nature should be doubled.

Again the sentence is possible with or without the article, but for me it feels more natural to include it.
