Prosecution of dominated regime

Suicide bombers attacked three hotels used by foreigners in the heart of Baghdad on Monday, killing at least 36 people and raising questions about government pledges to keep Iraqis safe before a March election.
The car bombs wounded at least 71 people as Iraq executed the man known as "Chemical Ali" under Saddam Hussein for his use of poison gas against minority Kurds.

The hanging of Ali Hassan al-Majeed for crimes against humanity was a high-profile step in the Shi'ite-led government's prosecution of Saddam's Sunni-dominated regime and was likely to fan controversy six weeks before the March 7 parliamentary poll.

Could you please explain to me the emboldened parts in this context?

I have no idea what "prosecution" means in this context though I know "prosecution" means "to contend in the court on behalf of someone or something like that". But I guess "Saddam's Sunni-dominated regime" means "Sunni muslim dominated areas".

"prosecution" is the act of charging a person or persons with a criminal offence and then trying them in a court of law. Saddam's "regime" refers to all the people in his government (it has nothing particularly to do with geographical areas).

It refers to the process or the combined actions of the government to settle some score with the the Sunni regime of the late dictator. Often, the word means "to see a case through to justice."

Right now the country is led by Silh'te government, so I wonder how come some parts are led by sadam's government.

It's talking about (the members of) Saddam's former regime, which is now dismantled.
