Proposal need help

Hi,
I am writing to the financial aid office of a school. I want it to be professional, straight forward, clear, and effective. But I am not sure if it is would you please tell me what you think?

To Whom This May Concern:
My name is " "I formally attended your university. I am writing concerning my debt incurred my final semester...I am aware of how much I owe and I would like to settle my debt. However, I would like to settle on a day and amount to that would be reasonable, in order for my debt to be forgiven.
I will not have the money to pay anything currently, however, if you would consider my proposal to make a one time payment of "$ " this "--- " to forgive the debt, and if this seems reasonable to you please contact me at your soonest convenience so that arrangements can be made. Also, I would greatly appreciate it if all transaction be halted until the agreed date. If this is not possible I will not be be able to make this payment as funds would have to be redirected in order to reimburse those whom you are charging (namely,"---" who agreed to temporarily make payments), I will not be able to pay the agreed above amount. I will, however, be able to make a one time payment of "$ "(to settle the debt) if transactions cannot be halted. Thank you for your time and I hope you will consider my proposal.

Note: the agreed amount if transactions are not halted will be significantly smaller. Not sure how to word all of this.

I attended your university in the spring of 2014. My student ID is 87329822. I have an outstanding payment due and would like to settle my debt by paying a balance of $x

Thanks for getting back with me. Oh, I forgot that I should include my student ID. Okay I see. Okay that will work. I am sorry that it was so confusing. Well...actually, I have been able to talk with student loans concerning my when to make payments on my loans. I had a federal loan. But the school I attended is charging me for my last semester because I did not have financial aid at that
