proper/ly English sentences

Do I have to say:
"form proper or properly English sentences" I would choose proper. But why?

Either one of the following is possible:
a) To form a proper English sentence, you have to .... ['Proper' modify 'sentence']
b) To properly form an English sentence, you have to .... ['Properly' modify 'form']
