Proper Way to Source

Hello All,

I'm preparing a report which will have a section listing all the documents. There's one newspaper article and I'm not sure how to source it. This is how most folks in our company do it. Is this correct?

"Town Reconsiders 2009 Budget,"

Daily Observer, November 8, 2008

Does every reader know where the newspaper is published? Normally, a fuller listing is used, giving the city and the page/section number. Sometimes the writer is also listed, though more for an opinion piece.
