Proper use of "to" with propose or suggest

Hi,

Could you please explain to me the actual process of using “Let” in narration to mean proposal or suggestion?

I have seen different types of examples in different books and that made dubious in using “to” with propose or “suggest”

Oliver said to Jack "Let us complete the project together."

What would be the correct answer?

Oliver (proposed /proposed to) Jack that they should complete the project together.

Oliver (suggested /suggested to) Jack that they should complete the project together.

I want to know the actual use of the preposition “to”. I have seen the use of “to” with the verb “request”

Emily said to her mother, “Let me sleep a little more.”

Emily (requested /requested to) her mother that she might sleep a little more.
