Broadly speaking, I'd use 'Ms' but certainly not 'Miss'.

But it depensds on several factors.

eg Are you talking about writing or speaking?

eg writing, if her name is Anne Smith, envelopes can be addressd simply to 'Anne Smith'.

eg How do you know her name?

And she may prefer Mrs. More likely in the case of a widow than a divorced woman, but possible for either.
