Can you explain why it is pre-built instead of pre-build? November's production has not happened yet. Is there a general guideline with the "pre" pretext?

It has nothing to do with this particular prefix and English adjectives do not reflect time or inflect with time:

I will buy a pre-built cabin.
I have bought a pre-built cabin
I always buy pre-built cabins.
