Proper puncuation

hello i need help on whether to use a comma or a period in a sentence.
the sentence is My little brother screams all the time. It drives me crazy. is there a comma after time? Or a period?

Or, you could say 'my little brother screams all the time and it drives me crazy!' (with or without the exclamation mark)

Have you ever seen a double apostrophe? As in: Randel''s Wife

I see them frequently when I type the word I'm and don't let go of the shift key in time. That is, I frequently make that particular typing mistake. I have NEVER seen it intentionally, and I know of no instances in which it is correct.
