"proper" or "properly"

Hello, could someone please check this sentence:

You are the one who is always talking about how proper scientific procedure must be adhered to.

Is it correct to use "proper" here? should it be replaced by "properly" ?

It is right to use "proper", then how to understand this sentence? I mean, the grammar, not the meaning
