Proper Noun or Common Noun

My DS1 is trying to do a Nouns exercise, where he has to capitalise proper nouns. He came across the noun phrase "town hall". Is this a poper noun or a common noun.

1. Eg we say London Town Hall.

2. Or we can say we are off to visit the Mayor at the town hall.

Which is right, please? Option 1 or2.

By the Way, DS = Darling Son, DD = Darling Daughter, DC = Darling Child/Children

DS1 = Older/est son.....etc etc.
