Proper form of greeting

Could you tell me how I should open a letter written to a local councillor? Do I say Dear Mr X or should it be Dear Councillor X?

I would recommend: Dear Councilor X, (US English uses only one "l" in councilor, British English has two) In the US, members of a council (like a city council or an admissions board councilor or a housing council) are referred to as Councilman or Councilwoman. Hope this helps. John
