Proper expressions in the sentence

I'm wondering if some words below can be placed in the blanks in sentence 1~3.

Question 1. Can I use the expression 'carry out' or 'lead to' for the blanks?

1. This book will ______ _________ a valuable guide for today's leaders.

2. He will ____ ____ a police officer in Busan.

Question 2. Does this sentence look ok with the word 'treatment'?

Always consult the treatment manual when replacing parts of the machine.

I believe the words 'treatment manual' can be used for patients, but how about for the machine?
