Proper Captitalization

Hi I work for the City of Long Beach in CA, where my office writes news releases. We need clarification on proper capitalization of the work "city," as sometimes in the same release we will refer to the city as an governmental entity/municipality ("The City of Long Beach will be regulating water usage of its residents"), as well as location ("The suspect was arrested in the City of Long Beach"). There is the belief that in both cases, the word "city" should be capitalized, but I feel that it should only be capitalized when the city is referred to as a government agency as. Please clarify.
