Proper alphabetizing of Last Names, particularly M's and O's

Would Mc, Mac as a prefix in a last name, particularly of the Irish, Scotish or Welsh origins, precede or follow a name such as Macadamia?

Also, would the same be true of the O's, such as O'Connell vs. Ocameron?

Please answer quickly, as this is tearing our department apart.

There is not a universal rule for this. The point is to be consistent. You could adopt a standard, such as the Chicago Manual of Style, and follow that.
