Is the following statement correct:

Having had smoking banned in hospitals, a country's parliament is further considering extending prohibition to include all public areas.

'A country's parliament' sounds odd. If you have not mentioned the name of the country before, you could mention it here. If you have mentioned it before, then you need 'the country's parliament'.

If I wanted to change that statement into the passive, would the following be correct?

Smoking having been had banned in hospitals, extending prohibition to include all public areas is being further considered.

Your sentence looks complicated and is incorrect, I think.
First of all, to make such a reduction requires using the same subjects, in other words , the subject of your two sentences should be "smoking." Otherwise, your sentences will be wrong.

I don't like that sentence, but it seems to me to be grammat

To be frank, I made my sentences according to the knowledge I have. Are my sentences unacceptable grammatically or don't they give the meaning of the original sentences? Thank you. (but the choice of the present continuous tense doesnt comply with "after," which I have realized)

You are so right, fivejedjon. Trying to stick to the tense of the original sentence led to that mistake. It is not possible to use the present continuous tense. I realized my mistake later on.

Don't worry about it. I don't think that many native speakers would produce two passives there. I didn't find it easy to produce a natural-sounding sentence.
