Proof read my Technical Memo - any recommended websites?

Hi good to know every one. this is my first post.

I am engineer by profession and writing TECHNICAL memo is part of my job scope. I kind of like it, as it is always a challenging job to tell people what you think and communicate ideas -- it is a sport! but on the other hand, as English is not my mother tongue, I am afraid my ability to send the message across is hampered. I always admire people who has the capability to write.

Now, is there any website that help to proof read my writing (i am okay although i need to pay some fees)? Is this forum an appropriate place to ask proof reading? The memo is typically in 1 page, or the most 2 pages.

What I am looking for:
1) Grammar mistakes
2) suggestion of alternative words, for instance using strong verbs
3) replace some sentences with a shorter and direct sentence
4) clarity, direct, poised and straight to the point
