The Nigerian Ports Authority (NPA) is a federal government agency that governs and operates the ports of Nigeria. The major ports controlled by the NPA include: the Lagos Port Complex and Tin Can Island Port in Lagos; Calabar Port, Delta Port, Rivers Port at Port Harcourt, and Onne Port. Operations of the NPA are carried out in affiliation with the Ministry of Transport and the Nigerian Shippers' Council.
There are certain rules and regulations followed with procedures that every oil vessel must abide with before it is given clearance to berth at the harbour same goes for discharging of product and lifting of product. Some of this rules and regulation are also under different bodies e.g. Department of petroleum (DPR). This procedure is documented step by step and then describes the dependencies and relationships between those steps
This procedure involves ENTRY clearance, PRODUCT inspection, STORAGE, LOADING and LOADING clearance.
BAKLANG GROUP has assumed the task of elucidating this process from the technical point of view and to present it in the form of a clearly arranged process-flow diagram, with the aim (a) of making the individual steps of the process and the responsibilities transparent for all interested parties.
Bill of Laden: a document signed by the carrier and acts as a contract of affreightment, a receipt and evidence of title to the cargo.
It carries the following information: * The particulars of the shipper * Port of Origin * Port of destination * The quantity of goods * The packing list
Manifest: Lists produced by the loading port agents with a detailed breakdown of all cargo to be loaded including Bill of Lading number, weight, volume, shippers and receiver's names, etc.
Provisional Bills: These are those bills raised by NPA in favour of a vessel or shipping company that has the vessel that berthed in the harbour.
