pronuon error

He was the author whom I believed was most likely to receive the coveted award.
In the above sentence,according to me, "whom" is correctly used because there is no verb for "whom" so that it may change to "who". however, according to book SAT by BARRONS. answer is "whom" should be replaced by "who" . How is that possible?
will it be "whom" or "who" ?

'I believe' is a parenthesis statement. So, if you avoid this (ps), it will be 'He was the author who was most likely to receive the coveted award.' PS is actually an additional information clause...
