Pronunciation of via

According to OALD via has two different pronunciations. Is there a rule as to which one should be used in which circumstances?

Just follow what your Canadian speakers say it. If the word is not used that heavily, pick up either one. This is what I heard in California: vee-uh. There are multiple pronunciations for this kind of words has to do with the great vowel shift. /i/ and /u/ have become diphthongs /a?/ and /a?/ respectively.

Now I get it. I always wonder why there are different pronunciations for some of the words. When I first began speaking English I thought it's because of BrE and AmE, but now I get it. Thanks a lot.
