I assume it's Dutch, so pronounce it thus.
I.e. the ui is a schwa+(j) - a bit like the French 'oeil'

However, I expect most folk will approximate this to either (Dutch) 'kaaiper' or 'kooiper' - that is ' k- I- pr' or '
