Pronunciation of -al (e.g., balance)

How do you pronounce the 'a' in balance, valley, and sally? Its IPA pronunciation is æ as in cat, but I'm hearing a as in father.
I know the British pronounce 'a' in dance a, so I believe they pronounce balance bal?ns, for example.
However, I noticed American anchors also say a for words starting with a letter followed by al, if what I'm hearing is correct.

Please comment on this.
