I don't think a logical explanation can be given. Very broadly, words that arrived via Anglo-Saxon and Norman tend to have the soft 'ch' - chop, change, choice. Words from Greek tend to have the hard 'ch' - chromatic, dichotomy, Christ

But it's really not possible to generalise
