Where do people say it that way?

These are all OK: pre-stij-uh s, -stij-ee-uh s, -stee-juh s,-stee jee uh s Dictionaries on both sides of the Atlantic list more than one pronunciation, so I cannot answer your second question.

1. Cious pattern, where C is a consonant (not a consonant cluster)

oCious > oh

aCious > ay

uCious > yoo or oo

eCious > ee (exception: precious)

iCious > bit vowel (delicious, vicious, fastidious, etc)

So, there is a pattern. There exists a pattern for CCious as well.
