Pronunciation

Hi,

I am reading a novel and since I want to improve my speaking, I read out (the) sentences. (the is optional or required.)
Do you know any books teach people how to speak clearly and fluently like native speakers? Sometimes i don't know where to stress if it is a complex sentence. I am hoping I can read any articles and make listeners not fall asleep.

Also, there is a vocabulary I am not sure how to pronounce.
For the word "flailing", do we say "fail-ing" or "fai-ling". I remember a consonant always sound with a vowel if there is a vowel behind it. Any books I can find the rule of pronunciation?
