It seems to me that when you ask a question, you don't know the answer, so you would have no idea whether one or more persons were going to be the subject of the answer. I don't even understand the purpose of posting it with the answer before the question.

Who can refer to plural antecedents as a relative pronoun, but the question form is better in the singular.

The poeple who are in the room are talking loudly.
