Pronouns?

Which pronouns would you use in the following context?

I heard two women shouting angrily outside, so I looked through the window.

(1) It was a girl and a middle-aged woman.

(2) They were a girl and a middle-aged woman.

I think (1) sounds better, but can’t explain why “it” can be used to refer to people.
