Pronouns

Hi

Here is a text, 'Despite her opposition to the incarceration, Lang was hired by the WRA to document the relocation. She knew many Japanese students and her photographs of their evacuation testifies to her outrage at their appalling treatment.'

What do two theirs refer to?

And again, 'Members of the Mochida family are shown waiting for the evacuation bus. The indignity of their treatment, tagged like the luggage they carry, contrasts with the dignity accorded to them by Lang in this formal, family-group portrait.'

Does this their refer to Mochida? If so, it isn't true that they were oppressed by the government?
