Your question is quite hard to understand. I'm guessing that "below" should be "before", and you're asking about the pronunciation of the word "the" before a vowel or consonant. Before a vowel (as in "the orange", for example), I pronounce "the" with a longish "e", rather like "thee", but not quite so long.
